Richard M. Breen was born in Louisville, Kentucky. He received his Bachelor of Arts from Vanderbilt University in 1976, then his Juris Doctor at the University of Louisville, School of Law in 1979. During that same year, he was admitted to the Kentucky Bar Association. He currently focuses his law practice in the Greater Louisville Kentucky area.
